TCF 2.3 (Transparency and Consent Framework 2.3)
IAB Europe's updated consent-signaling standard that makes proof of vendor disclosure a mandatory, technical part of the consent string.
Explanation
TCF 2.3 was released on 19 June 2025 and requires the Disclosed Vendors section of the TC string, giving technical rather than only policy-based proof that vendors were disclosed to users. The migration deadline is 28 February 2026; after that date, strings built on TCF 2.2 become technically invalid. Non-compliant ad requests then default to Google's Limited Ads mode, which industry estimates say can cut programmatic revenue by 40 to 60 percent.
Usage context / examples
Google Ads announced TCF 2.3 compliance becomes mandatory 28 Feb 2026 for all advertisers serving ads in Europe, per Dataslayer's 2026 briefing.
